That sucks. That was a great way to potentially generate billions of dollars in
NASA R&D without having to spend tax dollars to pay for it all. It also allows
a greater variety of ideas to be explored, since noone has to justify
experimenting with more than one at a time.

| And you thought the brouhaha over the HST was intense... this one will turn into a big old catfight before it's over. (URL) Basically, the House Appropriations subcommittee in charge of NASA's budget just gave a big thumbs-down to the space agency's (...)
