System is Windows 95 which is configured to be PDT. Time is reasonably
correct (and has been recently synched to a time server). DOS box shows
correct time.
The problem is that Netscape seems to believe that the time is EDT (in
fact, an e-mail sent by Netscape shows EDT). Ok, here's the headers from
an e-mail I sent to myself after advancing the time 2 hours:

At the time this was sent, my system was displaying the time as 11:38.
You can see very clearly that the "Date:" header shows local time since
the "Received:" headers are showing a time approximately 2 hours
earlier. You can also see that very clearly, Netscape (being the one who
created the "Date:" header believes the time to be EDT. It is also quite
clear that the C library is properly converting the system time to EDT
for Netscape (since Netscape sees the time as 2:38 EDT when the system
is displaying 11:38 PDT).
One possibility is that Netscape is displaying the times in the time
zone of the servers since both Mindspring and Lugnet are in EDT.
