Several people have in the last year reported problems with
getting access to www.ldraw.org. The reason for this
problem appears to be that the default "time-to-live" (TTL)
for TCP packets is too low.
I have now recieved confirmation that this is very likely
to be the case - at least for people using Windows 95, 98
or ME. On these systems the default TTL is set to 32 hops
instead of 64 (as suggested in a RFC from 1992).
According to the Danish research network operators this can
be fixed using a program called "regedit.exe". You should
look for "DefaultTTL" under
"HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\MSTCP".
