If the telnet / VT100 throughput has a well- defined format, then such a gateway could use expect (or something like it) and serve HTML forms instead of relying upon the user to enter keystrokes. I'm working on a project here with good results. $10 a month will get you 100MB of space, unlimited transfers, shell and ftp access, cgi, ssi, anon ftp, sql, etc... There's also no setup fee.
