When I was living in New Jersey, up to 1986-87, it had the
cheapest prices in the country, hovering around the 80 cent
mark. I believe that was due to lowest taxation of the
country, as well as the refineries and terminals that were
in the Newark region, keeping the distribution costs down,
too.
