Oh my gosh!  Something that returned close to the original point!  :-)

This is not unreasonable - put the money were it will do the most good.  Lots
of times my wife and I decide we want a number of things and there isn't enough
money to go around.  So we prioritize: Do we want that vacation, or the
landscaping for the side yard, or the super-charger for my Miata?  No funding
for the super-charger, the side yard really needs something, but it isn't a
high priority so it gets simple grass for now, and we cut back on the grandiose
vacation for something more affordable so we can eat.  The government must make
choices, too.

Unfortunately, the squeeky wheel gets the grease, as it does so often in life.
In this particular case, considering it was denied funding early on out of
simple homophobia, backlash was bound to set in.  And considering the epidemic
proportions AIDS has reached, I'm not so sure that this isn't the best use of
the money, BUT, I understand your point.
