Uh -- actually guys I am almost positive that the preamble of the U.S. Constitution has no force in law. It might have a use as the intent of the legislators.

Somewhere in there was a guy claiming that you had the right to an atty. provided by the state in a civil case! Another Joe Sixpack with the power to vote...
