Well I think it was more a tongue in cheek reply to a tongue in cheek question. It is based off of the statement by George Mason “I ask, sir, what is the militia? It is the whole people, except for a few public officials.” I would say that is open to quite a bit of interpritation with regards to public officials being part of the militia too.
