What I'm saying is, is there are factors at work, probably unfair factors,
which favor putting minorities under the syringe. They may be social
factors, judicial factors, whatever. These need to be ferreted out and
rectified.

But *why* are more minorities committing crimes? Is it just that more
minorities being convicted? Is it just that more minorities are having
charges brought against them? Or is it because minorities are more
inherently evil? What is the cause?
