While all of those things may have some value, I've helped fund a
great many of them myself out of my own pocket at the personal
ticket-buying and donation level. All of the things you mention in
the first sentence _ought_ to be funded locally, through audience
participation or local benefactors.
The school issue may seem a little more fuzzy, but the school arts
programs ought to be funded by the schools. If they schools don't
think the arts are important enough to fund (and if they don't they're
stupid, you'll never see me arguing against art education) then
parents ought to be able to put their kids in schools that do.
But most parents in the US can't do that, can they? And those who do
get to pay double for their kids to go to school in a private school.
