But regulation doesn't mean directing. The militia doesn't need government
direction, that's what the army is for (even if it shouldn't be).

I expect that a chain of command of some kind would evolve.

Each of us.

There isn't any such leader ahead of time because there's nothing to lead.
When it's needed it will, for the most part, evolve. There are some small
groups who train as a unit in preparation for the future. But most of us will
decide if and when to participate.
