I don't know too much about Switzerland, but I tend to take the view
of the nations as a very special place. They are kinda outsiders with
respect to international politics, as they are not members of NATO nor
the EU. So I'm not surprised to hear that they have other oddities as
well.
BTW, regarding the Swiss Army pocket knives: Carrying a Swiss Army
pocket knife in Norway is a criminal offence, punishable by up to six
month's imprisonment. This applies to all kinds of knives, obviously,
e.g. the Leatherman Tools.
