It is a reference to "High Traffic Outlet" which Brad Justus made in his
posting when he announced that S@H had a limited number of the Castle sets
(4816-4819). The sets LEGO classifies as HTO will typically appear in odd
locations like super martkets, gas stations, etc., places where one doesn't
usually find LEGO. Some of the other sets that are/were HTO are the 1271
Adventurers set, the 1269 White Ninja, the 3017 and 3019 Ninja, among
others. Usually smaller sets in the $2 - $4 price range although the Castle
ones are $5 (and they are at ZB which not what I would consider an HTO
location).
