I stopped by Ames this afternoon to use a 30% off coupon on a Destroyer Droid. As I was looking over the somewhat poor selection, I noticed at the end of the isle these small Soccer sets. IIRC, Brad J. used this term to describe what the goal of the Chrome Castle sets are (to be placed in HTO places where they will build interest in the brand... not necessarily places where every single set is (...)
