Maybe I am mistaken, however, I am fairly certain I have seen previous "Not
Available" sets on store shelves.

It depends on the set.  When the catalog lists them as "NAIAS", at that
time they aren't available in any store (well, any store that's not owned by
TLC).  Anyways, if a S@H exclusive set sells well enough, it might be offered to
retail (like the Sopwith Camel, Yoda sculpture, UCS Tantive IV, and BIONICLE
Masterbuilder) on an exclusive or limited basis.  Generally, a lot of the S@H
exclusives are exclusive for the simple fact that they aren't seen as "sellers".
Either they think the market for a specific set isn't spread generally enough
(like for bulk packs), or they think it's too expensive to sell without being
discounted ($300 Star Destroyer), but stores simply won't order them in
sufficient quantities to make them worth offering to retail unless they can see
proof that they won't just sit and rot.
