I'll pretty much echo what Larry said-- whether a set is a bargain depends on
what *you* are interested in. For instance a while back 7153 Jango Fett Slave
I came on sale for half price, so I bought a couple. Boy did I feel ripped
off, even though the set had just come out and many other people thought it
was quite a deal. OTOH I happily paid full price for multiple copies of the HP
Diagon Alley set, something I doubt some people would ever do.
As for discounts, I'll buy most sets at 75% off because at that price there's
most likely something in the set to make it worthwhile (and if I get 7153's at
that price I can trade them or put them on Bricklink).
