As a convenience, here's the link to the story Jack Gregory cites:
http://www.boston.com/dailyglobe2/291/business/Question_of_off_pricingP.shtml

My own experience is on LEGO is that, in fact, stuff is usually at MSRP or
(Star Wars and Harry Potter - 2000 and 2001 lines) at 10-25% above MSRP.  So,
where their usual price is the MSRP, then their x% off is really x% off.

Also, if you have their store credit card, you can do other things even better,
like last weekend's deal, which combined the following:

1. All LEGO 25% off (so you're paying 75% of MSRP)
2. Use credit card with coupon to get additional 10% off (now at 67.5% of MSRP)
3. If it added up to more than $10, get a $10 certificate/coupon usable the
   next week!
4. Go back 3-4 days later - LEGO is still 25% off - and use your 10
certificate.

If you didn't have their card and coupon, this still was pretty good.
You could buy 2 Dobby's Release (4731) for $10.48 (2 x MSRP of 6.99,
at 25% off, for 5.24 each), then get the $10 coupon.  Go back between
13-19 Oct, and buy two more at same price, take off the $10, so you're
really paying only $0.48 for the second two.  Voila -- 4 x set 4731
for $10.98 (+ tax), vs. MSRP of $27.96.

Not that it is any surprise to AFsOL, but The Boston Globe today has an
investigative report on Kohl's (which is relatively new to MA), where they
conclude there is systematic violation of the state's regulations on what
"Sale" means, and more specifically, what you can claim is a sale in
advertising and signage.

I have always found Kohl's LEGO sales to be not worth the energy.  But it
looks like it is across the board policy.

What the Globe didn't do, which I think they should have, is compare Kohl's
prices to other stores that sell identical items.  That would have been more
enlightening.
