A 1.5 lb package would be $3.95. If you use an envelope that says "FLAT RATE",
you will pay $3.95 if your package weighs 5 ounces or 5 lbs. Anything that fits
in the envelope, regardless of weight, is $3.95. That's why they don't say
over 1lb. If you are using priority packaging that doesn't say "FLAT RATE" it
will be $3.50 up to 1.0 lbs, $3.95 up to 2.0 lbs, etc.
