Custom figures come with the stickers already on them. The "hints for
applying" are for the stickers by themselves...... but I haven't written the
hints yet. So, no assembly required for the custom figures (and everyone
loves no assembly required, esp. around the holidays!) Hope that clears
things up.

Your splash page seems to indicate that they need to be applied : "Instructions for cutting out and removing stickers plus hints on how to apply them are here" and the page that "here" is (...)
