That's easy. The simplest case:
(1) Bidder A bids $100. Bid shows as the minimum bid, say $10.
(2) Bidder B bids $92. This causes A's bid to go up to $93.
A is still winning the auction.
(3) Auction ends.
Highest bid of $93 (actually $100, but automatically reduced
to $93) was earlier than second highest.
