How is it possible that highest bid has time stamp EARLIER than second highest
bid??

(...) That's easy. The simplest case: (1) Bidder A bids $100. Bid shows as the minimum bid, say $10. (2) Bidder B bids $92. This causes A's bid to go up to $93. A is still winning the auction.
