Hey Jon,

I can't tell you which TRU or Target or whatever is best in that area, but there
is a LEGO Imagination Center in Anaheim, just outside of Disneyland, which
should be about 20 minutes away according to Mapquest.  Of course, being in
Huntington Beach, you're only about an hour away from Legoland.  IIRC you don't
have to buy a ticket to the park to go in to go shopping (though call them to
check on that).  There are also official LEGO stores in Glendale and Ontario,
which are about an hour away from you.
