Yep, it's true! Visit http://www.paypal.com go to FAQ, then PayPal for
International Users... you'll see the following:

Can I sign up for PayPal if I am outside of the U.S.?

I have e-mailed them, but haven't received any updates yet.
BTW: it appears that all transactions are currently free!
BTW2: according to their home page, PayPal is merging with X.com (the
_other_ company offering this type of service)!!!
