Tentatively, yes. Build something solid, metaphoraically speaking, to put that money into first though.

   Q3. Would you be prepared to accept overall responsibility for organising the event (venue, insurance, holding the funds, etc)?

If I had the time, yes. Alas, I don’t.

   Q4. Would you be prepared to assist with the event activities, but not taking any real responsibility for the event (venue, insurance, funding etc).

Yes. I could do an Ldraw presentation if there’s enough interest
