This is a combination of an evidence storeroom and a communications center.
Its used to store valuables like gold, gems/jewels, money etc.
The safes around the walls hold gold and money.
There is also a few controls for all the comms gear on the roof.
Note the keypad at the entrance to prevent unauthorized entry.

An Octan Airport Tanker and an Octan Airport Fuel Storage Tank.

An airplane. Its used for communications, jamming, radar and so on. Inside,
there are computers and equipment. The most notable thing about this is
that its 6-wide. Is this the first minifig-scale plane to be built at 6-wide?

The engine of my train.
You can see the drivers cab and the area for the SWAT team.
The train is powered by a Hydrogen Fuel Cell (the star-wars engine thing in
the middle plus various parts you cant see in the picture).
The thing with the silver harpoon stuck in it is inspired by something I
saw on the movie SWAT. Basicly, you fire it into a wall, it grappling hooks
into the wall, then you attatch the end of it to a vechicle, pull back and
pull the wall down. This is usefull in situations where the doors are not
able to be used as a method of entry (e.g. someone is there with a gun or bomb)

The second part of the train.
At one end you can see the high-security cell area, with 2 prisonsers in
it. The one in the orange jumpsuit appears to be named "Jack" and his
prints are on the table in front of one of my Undercover Agents.
Note all the equipment (cameras, radios, keys for stuff (handcuffs
probobly), keypad for the cell door, computers etc). And also the
undercover agents. The person at the end of the car with the train route
map is the boss of the unit, his job is to watch the train and direct where
it should go. And also to watch for other trains on the system.

The third part of the train.
Its a flatbed car designed to carry the undercover van and the motorcycle.

Some vechicles.
The black van is an undercover van with an undercover operative inside
along with a computer and recording equipment. It is used to covertly spy
on suspects. It is inspired by vans on such cop shows as Stingers and The Bill.
The car thing is an airplane tow-truck. Its purpose is to tow airplanes.
The hinge on the back connects to a hinge on the front wheel of the airplane.
The cop on the motorcycle is a traffic cop with a Speed Camera on the back,
ready to go bust some people for speeding.
