It looks like bulk bricks are part of the new Lego retail stores that are
opening in test markets.
Here is a press release from October 1:

The bulk bricks are clearly visable on the left hand side of the photo.
I'm glad to see the bulk bricks are part of the retail product mix and I
wish Lego the best of success with these stores.
I'm sure we will be seeing them soon in the United States.
