why are the TLC/LD contests US only?

Can someone please explain why only people from the US can enter contest
run by TLC/LD? I would imagine that if TLC/:LD could allow anyone to
enter they would so why cant they?
Does it have something to do with the laws that govern how these sorts
of contests are run in different parts of the world?
