I've dealt with Educational Experience before, very helpful and prompt
service and they do sell to the public! (Well, at least they did - this
would have been around a year or so ago).  Unfortunately I can not say the
same about Moore Educational, but it sounds like other people have had much
better luck with them, perhaps they've got their act together now.

Yep, after receiving an email from Bernard Catt (EdEx), he's confirmed they
do sell to the public, and they're working on on-line ordering in the near
future (you can order by email). He sent me a catalog & some brochures &
stuff, and going through it, it seems in general they're slightly more
expensive than MooreEd, but some items are significantly cheaper. MooreEd
has no shipping on orders >$500, while EdEx ranges from $10 for orders <$10
to $40 for orders >$600 (plus GST). Although the spares catalog (photocopy
sent with other stuff) says "Free freight for LEGO spare parts orders only".

I recently did a large (>$500) order with MooreEd, and had no problems. They
rang to confirm the order, and let me know they couldn't supply the number
of weight elements[1] I wanted, so they'd be on back-order. The rest was
delivered 3 days later.
