There is pat pend on the bottom. I looked through my other old 2x6 plates and
none have the pat pend on them. I would say that you are correct that it was
produced for a short time and then not produced for a number of years.

Of the mint plates you're getting from me 6 are of the 2x6 size WITH (...) (17 years ago, 31-Aug-07, to lugnet.inv, lugnet.parts)
