Am I just getting odd sets, or has there been a change in the consistency of
what is included as extra parts? (Perhaps, the sensitivity/tolerence of the
scales used to weigh the parts when packing has been reduced?)

Probably bad to reply to myself, but I've had a change in thought on the last
comment I made above. I'm now thinking the sensitivity/tolerence of the scales
(and other counting devices/methods) has been increased. The change in thought
came about because I realized the extra parts that were not in my copy of the
set (most recent case a Vikings #7018) were the larger or non-common items.

(For the #7018 specifically, my copy of the set did not have an extra Technic
Flex-System hose or Pneumatic T Piece.)
