| Well if you look at the first part that goes over building the engine, you will notice that it shows sliding the 9v wheels onto the axel, then placeing them in the holder. The idea is probably to sell it for christmas, like an intruduction for trains (no motor), in a price level which is low enough, though expensive enough for christmas I checked (...)
