What makes TLC change their mind ? (3 years was an incredibly high delay)

The 3-year limitation was initially a self-limitation created by Kevin Loch on
BrickShelf (then kl.net). It was created because Kevin didn't want to do
anything detrimental to Lego. At the time, 3 years was about the lifecycle of
your average Lego product, so it stood to reason that if you published 4+ year
old sets, you wouldn't be conflicting with Lego's current product lineup.

It's been indirectly said that Lego periodically would refer customers to
BrickShelf for instruction scans for those who had lost or damaged their
original copies. However, because BrickShelf did not have currently available
sets, such a resource was not available anywhere online. Hence, Lego likely
decided that they would host instructions for their present products.

Will that change the way TLC deals copyrights with Peeron/PICSL ?

Possibly, but I doubt it. I doubt Lego's interested in hosting, say, 12 year old
set instructions. They'd probably rather that someone else fronted the bandwidth
for it. If bandwidth becomes cheap enough, perhaps they'll opt to host them
themselves, but even then, it's a lot of effort that won't give them much gain.

Until now, only old (more than 3 years old) BIs were available for donwloading, for (...) (19 years ago, 15-May-06, to lugnet.dear-lego, lugnet.general, lugnet.inst)
