I thought it was LarryP, but I don't see it on his pages.  I found a post

It was me, and that is where it was... I think I referenced it from
Nik's birthday pages because that's where we played it. I don't recall.
I have a fairly big site (almost completely built with Notepad, BTW).

As to it not being at cheapass, it may well be that they took it down.
it was in the 'free games' section ("staff picnic") and sure enough, it
isn't there any more.
Maybe if you begged James he'd give you the source to the pages or
something. You could always bribe him with some trans flouro green 1x2
plates for frogeyes or something.
