I just got an image from the LEGO Archives from Billund on their version of the
1300 set. It was an open set, and shows what the set looks like without the
brochures....

I believe that this set contained so few parts because TLG wanted to promote the
sales of the many new spare parts packs (of small bricks) that were introduced
the same year (1955) as the 1300 set. The extra partition at the back of the
set could be turned upside down to allow adding additionally purchased parts
stored within this box.
However, sales were so poor of this set, that many of them were likely returned
by retailers to TLG due to very poor sales. TLG likely reused the parts and
partitions in other sets, and perhaps used the (otherwise useless) boxes as
burning fuel that winter. This may explain why there are so few of these Mosaik
sets known (I only know of the existence of 2).
