I'm familiar with that box! ;-)
Starting around 1971 TLG started individual parts sales via the retailers (using
unsold leftover wooden boxes) on some countries, and via Mail Order in others.
Italy and Germany were 2 countries that sold them by the retailer in wooden
boxes. Here's the retail pricelist in German (for a German version of this
box). This list was found on the inside box top... and showed a picture of the
item, a 4 or 6 digit item number with description, the quantity for item
re-orders, and the individual sales price of the item....

Not all countries sold the items individually thru the retailer. In some
countries, such as Britain, Ireland, Australia and the Netherlands, the items
were only available thru mail-order from that country's LEGO sales office.

These individual parts sales became Service Packs by 1980, and I devote an
entire complex chapter (Chapter 43 - LEGO Service Packs and Individual Parts
Sales (1950-95) in my LEGO DVD/download)... to these parts. I use a lot of
tables because in some countries a part (such as the 1119 Rod/Piston Pack)
started out as either #19, #S19, or #Sp.19... so I have to do a lot of cross
referencing to show the different item numbers for the same items.
You're fortunate to have that 1970s Italian Service Pack box... they are quite
rare!
