In the inset box there are 2 blue 1x2 plates stacked up
with a blue 1x1 plate on top of them.

Also the photos of the model dont show the back of the 'blower'
but do show the top and those parts are not included.
If they were the top of the 'blower' would be a 3x4
with 1 more stud in the center of the back (5th row)

Here's an email answer I got from Clark:
+ Dave,
+ You are correct. the extra 1x1 is level with the top of the blower. That
+ represents the axle of the blower. The realpic doesn't show it (no surprise
+ there), and the instructions blend the blower bit with the tail plates.
