OK, to add to the confusion is the fact that NO catalogs show the #501, #502 or
#503 sets. Jan K.'s Billund Vault pictures (which I hadn't seen) sorta takes
some of that mystery away.
Duplo sales started in 1969 in Europe. These sets would have to have predated
the Duplo sets. One reason is the set number.
These sets are either prototype only sets, or (as TLG has done before) these
were test sets that were released in a limited geographic area, perhaps only
Denmark? The reason that they date before 1969 is because of the numbering
system. These sets:

The #501-#503 sets were discontinued (or never produced in mass) before the
#510-#521 early Duplo sets were produced starting in 1969. The sets sold in USA
still said "Pre-School" on the box, even though they were no longer the old
style bricks sold in USA from 1964-72.
Also, I believe that all molds for all Lego/Pre-School/Duplo elements originated
from Billund.
