Mike,
I believe (and I'm not certain here) that there were 2 different Town Plan board
road layouts. One, the earlier 1950's board has a little square in front of the
main town block. Here is a picture of it from a 1958 catalog on Horst Lehner's
webpagbe (lower left of picture) - Note: one of my Dealer windows and door boxes
looks close to the set #700 near the top right of this same picture:

The later (TLG and Samsonite) has a circular drive in front of this main town
block.
The European board (sold only separately) was #200, and was available in it's
variations from the mid 1950's thru 1968. The USA Samsonite board was #246, and
was available from 1961 thru about 1964, in 2 variations.

basically the same as the European version (#200) from 1961-68):
