Need help identifying set

I having some trouble identifying a set I purchased in the late 1990s. I'm
pretty sure it was a freestyle set, but it came with a strange base, shown here:

The base didn’t have any studs, just spaces to place one 16x24 base plate and
three 8x16 base plates. The roads are just applied stickers. I've searched
peeron, the lugnet set database and even the brickshelf catalog scans and still
cant find. Does anybody know the set number?
