The arms pop out pretty easily. You do want to be careful on an older
minifig since sometimes the torso will crack (not sure if I've ever
cracked a torso removing an arm though). Because of the stresses of
inserting and removing arms, there is a limited number of cycles you can
go through before the wear will result in arms that don't stay in
position.
The easiest way to get an arm off is to rotate it so it sticks straight
out. This gives plenty of length to grasp the arm between thumb and
finger. Then gently pull. The arm will pull out of its socket.
