So if someone can tell me about this part:

Where did it come from?  What is it used for?

When I was going thru my LEGO collection expanding period (add in the
paper--"Wanted--LEGO"), and after the "big sort", I found that I had 2 of
these parts.  They've been sitting in my collection and I stumble across
them every so often.  I pull them out, look at them, shrug my shoulders, and
throw them back into the mix.

Anyway, any insight would be appreciated.
