Is this an unususal round-topped technic beam, or another
technic-axle-compatible part mostly obscured by the outer crane arms?

Unless I'm misunderstanding you, the part you're interested in is a 1x2
triple-slope convex gable-end.  The axle and 3L half-beams are free to
swing around; the axle can be braced against the slope brick.
