Yes there is, try www.brickset.com
It's nowhere near complete - we still have a lot of Town sets to do, but
it's the best you'll find on the web.

Also look at <http://www.lugnet.com/fibblesnork/lego/guide/>. This has
actual minifig scans (opposed to instruction pics) but only for selected
themese and only through about 1997. This is great if you have a lot of old
space or castle figs you are trying to track down.
