To highlight a news article means to mark it as being, uhm, well, highlighted.
If enough people highlight something, it shows up with a "!" next to the
article. The other choice in that drop-down list is "Spotlight." If you
select this, then it marks an article as being targeted for the LUGNET
Spotlight (see the main homepage). If enough people spotlight something,
it shows up with a "!!" next to the article, and it goes into the Spotlight
and the Top Stories list.
