Is it possible that he said, "That's restricted."?
As in, "That is restricted information you are asking for."
Or as in, "Give me a break, I'm just a S@H operator." :^)
That seems more likely to me. And for what it's worth, there are sets that
are only available in the US also. Hopefully the "Worldwide S@H initiative"
will change all of this.
