Making Lego Movies

I'm not sure where to post this, so I'll just go for general.

I've had a lot of creativity in LEGO.  I've done "graphic novel" type things,
computer effects on still shots, etc.

I'm ready to move on to animation.  However, I am not looking to do your 20 FPS
traditional animation.  What I would like to do is the reverse, a <1 FPS
animation.  Think still shot that pans to one side, or up and down, to music
and dialog.  As in one frame every 5 seconds.  This might be interposed with
some traditional 15-20 FPS stop motion animation.

Does anyone know of a software package that can do this?  Keep in mind the
ability to do <1 FPS.  Basically, software that can add sound to a .jpg, at
whatever Framerate I'd like, on the fly.  Yes, I know those are specific
requirements, but I have a great idea in mind.  Compression of said video would
be a HUGE plus.

Freeware or shareware would be perfect, but I'd pay serious money for a well
recommended program.

(...) Ahh, hmm. Well, I know that for a project we were working on, a friend of mine did some animations with really slow framerates that were actually server pushes through HTML. It worked really well, but that cuts out sound.... You might want to (...) (24 years ago, 7-Aug-00, to lugnet.general)

(...) Jason, You may want to consider using Synchronized Multimedia Integration Language (SMIL). It lets you add sound to stills, pan still images, fade/wipe/etc, and use animated sequences. You can find out more about SMIL at (URL) have seen some (...) (24 years ago, 7-Aug-00, to lugnet.general)
