You have a good start.
I could suggest a few other things.
Set 5033 is very limitted to being used as sirens or something like that on
the top of a car. Set 5308 is MUCH better suited to general use. This is
usually listed under trains, but I have used it for buildings and vehicles.
It is very small and can be stashed in all sorts of places. It puts out
plenty of light.
You can also get fiber-optics. Set 8480 can be found at half-price these
days at some stores (like Zainy Brainy). It runs about $75. I think that
the Extreme Creatures mindstorm set has a fiber optic piece and is on sale
this week (actually you missed it) from LEGO shop at home.
Some of the space port (town) and insectoid (space) sets have large boxes
with buttons that emit both light and sound. Unfortunately, these parts are
shaped and colored in such a way that its hard to use them for anything
other than the original models!
By the way, if you are looking for motors, the micro-motor (5119) is cheap,
powerful, and super-small (although it runs at a very slow speed) so it's
ideal for putting in mini-fig scale buildings and cars. If you are going to
power something at a larger scale, then go with the more powerful,
full-sized technic motors. These are all available from shop-at-home.
As far as powering the whole thing, a battery box will work OK, but there
are lots of other cool options if you are willing to fork out some extra
cash.
A train controller provides an excellent power supply. It is a bit pricy at
$45 (or you can get the current train set and the controller for $125), but
you don't ever have to buy batteries! The really cool feature about it is
that you can control the amount of power and you can reverse the polarity.
This makes it possible to dim the lights and make motors run at different
speeds!
Another cool option for power is to use a mind-storms control box. This is
the rich man's solution, but provides the ultimate in control and feed-back.
You can power a mindstorms unit with batteries, or you can plug in any old
9V power supply (at least the one I had works fine). On my old layout
http://members.home.net/bhamilto1/city1.htm ) I had a light-sensor to
detect a train passing through a certain point, and had the mindstorm unit
trigger other motorized functions and play a little tune when this happened.
The possibilities are endless. You could have it power a car or train that
went forward a set amount, and then turned around and came back!
