You can definitely run the basic LDraw program. It is DOS-based, and will run
fine on just about any DOS/Windows machine, especially older ones. It is not
the most easy-to-use program, but there is an excellent tutorial to get you
started.
<http://www.ldraw.org/download/start/> is the definitive starting point for new
LDraw users.
