This problem doesn't seem to exist for indvidual building elments which are
already in the 30000 range.

Not exactly sure what TLC will do with future numbering.  But if the past is
any indication  (enter "725" in the LUGNET database and see how many entries
there are) set number reuse is much more frequent than one might think.
