The retailer contacts VISA in the first instance (electronically) to determine
whether there are funds in the account to cover the transaction. At this stage
the confirmation e-mails are sent out to the purchaser.
Toyshop.com did not proceed to the second stage of the transaction, debiting
your Barclaycard account therefore a contract was not made.
(That's VISA's opinion anyway
